Not many people have probably never heard of Legislative 16.22. Those that do know about it have been employed by or processed into a county jail in the last couple of years.
This legislative rides on the heels of the outcome of the very tragic incident in 2015 where a Texas woman by the name of Sandra Bland was arrested for failure to signal, a Class C misdemeanor, and three days later while still in police custody she was found deceased. It was ruled a suicide.
