SMH, County, City reaches interlocal agreement; to provide venue for Senior Citizens

Stephens Memorial Hospital District, Stephens County, and the City of Breckenridge have entered an interlocal agreement, and SMH will provide a venue for senior citizens.

The venue will allow senior citizens to gather for meals, socialization, games, and events. The agreement will allow for the delivery of meals to homebound citizens also. The interlocal agreement was duly approved by the SMH Board of Directors on Tuesday, August 11, and will become effective Thursday, October 1.

According to the agreement, “The District has represented that they can prepare meals and are willing to take the responsibility to provide meals to senior citizens. The District will assume responsibility for providing services for the benefit of senior citizens on the city’s current roster, and to additional senior citizens who may be added to that roster by the District, on Monday, Wednesday and Friday. The District agrees to use the Senior Citizens Fund only for the purpose of services listed above.”

The City of Breckenridge will provide a check for $20,727.25, plus any interest accrued between the date the agreement was prepared and the date the check is written (“the Senior Citizens Fund”).

Stephens County and the City of Breckenridge will provide an annual subsidy to the District. The County agreed to provide an annual subsidy of $24,000 per year and the City of Breckenridge will provide an annual subsidy of $14,000 per year.

Stephens County and the City of Breckenridge will review the Districts’ revenue/expense details after six months (January 2021) for consideration of adjusting the annual subsidy’s; and after will review annually through budget meetings.

According to the terms of the agreement, “the agreement shall commence as of the effective date(Thursday, October 1), unless sooner terminated due to a breach, shall continue for a period of three years. After which the agreement will automatically renew annually on the anniversary of the effective date (October 1) for an additional one year. A party must deliver a written notice of non-renewal to all parties at least 90 days prior to the end of the then-current term. A party’s notice of non-renewal will be effective only as to the part delivering such notice, and the agreement will continue in effect until two or more of the parties have elected non-renewal.”

The agreement will become effective on Thursday, October 1.
