Sex offenders in direct violation of Breckenridge ordinance or are they?

This map, by the Texas Public Sex Offender website, shows the various sex offenders in the Breckenridge area and their closeness to schools, libraries, and parks around the city. The map shows five sex offenders who live within 1,000 feet of these places where children frequent.

With the recent arrest, by the Stephens County Sheriff’s office, after a child pornography investigation, the Breckenridge American has conducted an examination into convicted sex offenders within the community and their proximity to school, libraries, and frequent stops for children under the age of 17.
The search found five convicted sex offenders live within 1,000 feet of a school, library, or park. The research also found that one convicted sex offender lives directly across the street from one Breckenridge elementary school.
